Hull City Council has issued a decision record today to appoint Local Authority Support Ltd to deliver environmental crime enforcement in the city.

The company was awarded the contract following a competitive tendering process, after securing the highest marks in terms of 60 per cent quality and 40 per cent price.

The contract will begin in December 2019 and run until November 2020, with the option to extend for a period of up to 12 months. 

Councillor Anita Harrison, portfolio holder for Streetscene services, said: “In 2017 a public vote was launched on plans to combat the issue of littering in Hull, with 89 per cent of those who took part in the consultation voting in favour of litter enforcement.

“Littering is unacceptable. It is an anti-social behaviour that blights our city and by taking a tough stance on enforcement, we can deter potential offenders.”

The focus of the litter enforcement activity will be in the city centre and on busy arterial routes. However staff will be required to spend a minimum of 25 per cent enforcing activity in other areas of the city. 

Fixed penalty notices of £100 will only be issued to adults over the age of 18. The fine will be reduced to £80 if it is paid within seven days. 

It is estimated that between 5,000 and 7,000 fines will be issued in one year, with any revenue received by the council being reinvested into environmental services. 

The local authority currently spends over £2m on street cleaning, fly-tip removal and litter bin emptying every year, collecting over 4,000 tonnes of rubbish in the process.
